The Bay’s Most Charming Surprise Guest Is Back

River otters have returned to the Chesapeake region — and they didn’t get the memo about staying out of the city.

If you’ve been walking along the Anacostia River in D.C., strolling the waterfront in Norfolk, or anywhere near Baltimore’s Inner Harbor lately, you may have glimpsed something that would have seemed impossible a generation ago: a sleek, whiskered river otter going about its day like it owns the place. Because, increasingly, it does.

Gone for Decades, Back With a Splash

Four decades ago, river otters had all but vanished from much of the Chesapeake Bay watershed. Pollution, habitat loss from deforestation, and heavy trapping had pushed the playful, weasel-family members to the endangered list in most states in the region. Urban waterways — fouled by industrial runoff, sewage, and neglect — were considered completely off the table.

Then, starting in the 1980s and 1990s, states began serious reintroduction programs. Tom Serfass, a river otter expert at Frostburg State University, helped spearhead Pennsylvania’s efforts, eventually restoring otter populations to nearly every major river basin in the state. Maryland, Virginia, West Virginia, and New York ran their own programs. Nobody was quite sure how far back the comeback would reach.

The answer, it turns out, is: much further than anyone expected.

City Slicker Otters

Here’s where the story gets genuinely surprising. Biologists long assumed that otters needed relatively pristine, rural habitat. The evidence coming in now tells a different story.

Otters have established themselves on a floating wetland in Baltimore’s Inner Harbor. They’ve been spotted cruising all branches of the Elizabeth River in downtown Norfolk — an area that was, until recently, listed as one of the region’s most toxic waterways. They’ve shown up in Rock Creek Park and along the Anacostia River in Washington, D.C. Wildlife cameras placed along the entire length of the Chesapeake and Ohio Canal towpath, from Cumberland to just outside D.C., have documented otters at every single stop.

For areas that were identified as toxic hotspots not long ago, this is a remarkable turn of events.

Living Water Quality Meters

Scientists aren’t just charmed by the otters’ return — they’re putting it to work. The Smithsonian Environmental Research Center in Edgewater, Maryland, created the Chesapeake Bay Otter Alliance to track sightings and, with somewhat less glamour, collect otter scat for analysis. It turns out that otter droppings — pungent, fish-scale-filled, and apparently “really stinky” according to the researchers who locate them — are a treasure trove of ecological data. By studying what the otters eat, scientists can learn about the diversity and health of fish populations, potential contaminants, and the overall condition of waterways.

The logic is straightforward: otters are top predators that only thrive where the food chain beneath them is healthy. As one researcher put it, you simply can’t have otters in a body of water unless the ecosystem can support them.

How to Join the Search

The Alliance has made otter-spotting a community effort. Anyone who glimpses an otter — or spots tracks, slides in riverbank mud, or even the distinctive latrines otters use as social gathering spots — can submit photos to the project via iNaturalist. The app is free, no formal membership required, and every observation automatically feeds into the regional research effort.

Just don’t expect it to be easy. One SERC scientist who has been studying Bay otters for six years confessed she has never actually seen one in the wild. They are mostly nocturnal and, despite their reputation for playfulness, tend to be shy around humans.

But they’re out there. And after everything those waterways have been through, that’s a story worth knowing.
